Colorado cannabis licensees, take notice: the Colorado Marijuana Enforcement Division (MED) has updated its Violation Sanctions Guidelines—and the implications are serious.

As of 2025, the “Violations Affecting Public Safety” (VAPS) and all other categories have been eliminated and rolled into Level 1 Violations, which now carry the highest severity of regulatory response. And unlike normal Violations, Level 1 Violations no longer qualify for an Assurance of Voluntary Compliance (AVC)—meaning even first-time offenders can be hit with fines up to $100,000 per violation or face license revocation.
